OPALCO signed a contract for $36,940 with the Fairbanks Morse Co. for the construction of the generating plant. “It is understood that [OPALCO is] making a successful campaign to raise by individual pledges an amount sufficient to sustain the project for the first year. The REA is satisfied once the people have the service they will never be without it.
